What is Quality Assessment System in Construction (QLASSIC)

Quality remains one of the most important parameters in construction, alongside time and cost. However, quality is subjective and it is difficult to quantify.

CIDB, with working groups consisting of public and private stakeholders, in 2005, have put together a construction industry standard or CIS on the base quality requirement for the industry.

The result was the creation of what is called the Quality Assessment System in Construction or QLASSIC (Quality Assessment System for Building Construction Works) (CIS 7:2014).

What is QLASSIC

Quality Assessment System in Construction (QLASSIC) is a system or method to measure and evaluate the workmanship quality of a building construction work based on Construction Industry Standard (CIS 7:2006). QLASSIC enables the quality of workmanship between construction projects to be objectively compared through a scoring system.

QLASSIC Objectives

  • To benchmark the quality of workmanship of the construction industry.
  • To establish a standard quality assessment system on quality of workmanship of construction work
  • To assess the quality of workmanship of a construction project based on the relevant approved standard
  • To be used as a criterion to evaluate the performance of contractors based on quality of workmanship
  • To compile data for statistical analysis

QLASSIC Scope

QLASSIC sets out the standard on quality of workmanship for various construction elements of building construction work. The quality of workmanship of a construction work is assessed according to the requirement of the standard i.e., Construction Industry Standard (CIS 7:2006). Marks are awarded if the workmanship complies with the standard. These marks are then summed up to calculate the QLASSIC Score (%) for a the building construction project.

QLASSIC assessments are carried out through site inspection and use the principles of first time inspection. Construction works that are rectified after an assessment will not be re-assessed. The objective of this principle is to encourage the contractor to "Do Things Right the First Time and Every Time".

QLASSIC Assessors

QUALITY ASSESSMENT SYSTEM IN CONSTRUCTION (QLASSIC)
QLASSIC is a certification scheme developed by CIDB and assessment is carried out based on the Construction Industry Standard (CIS 7) to measure the quality level achieved in a completed project. As part of CIDB efforts in ensuring and delivering high-quality level achieved in completed projects as reflected in high QLASSIC score of projects as reflected in high QLASSIC scores of projects, QLASSIC Assessor Course was introduced to the industry. This course provides knowledge to enable participants to system or method to measure and evaluate the workmanship quality of a building construction work based on Construction Industry Standard (CIS 7). QLASSIC empowers the quality of workmanship between construction projects to be objectively compared through a scoring system.

Upon completion of this course, the participant will be able to:

  • Impart knowledge of QLASSIC assessment processes on sampling, site assessment, and score calculation;
  • Apply the correct procedure to carry out an assessment in accordance with CIS 7 requirements;
  • Use relevant knowledge to identify defects and non-defects based on the inspection criteria;
  • Use measuring techniques with the correct assessment tools

Target Participants: Architect, Site Supervisor, QA QC Executive, Project Clients, Architect, Inspector of Works, QA QC Manager, Technical Assistant, Engineer, Project Manager.

Entry Requirement:

  • Minimum of at least 2 years of experience in the construction field
  • Working as technical personnel involved with monitoring and supervision work and site experience
  • Government servant with an engineering qualification who is involved with project monitoring/fieldwork.

Certification: A certificate of attendance will be given be accorded to the successful participants.

QLASSIC Standard QLASSIC (CIS 7:2014)

The standard was developed by the Technical Committee on Quality Assessment in Construction, with the assistance of Construction Industry Development Board Malaysia (CIDB). CIS 7:2014 is an improved and updated version of the  CIS 7:2006 standard.

Office buildings, schools, factories, warehouses, workshops, hangers, small office flexible office (SOFO), small office virtual office (SOVO), religious buildings, stadiums, community halls, hospitals, airports, universities, colleges, police stations, etc.

QLASSIC Assessor Training

General Terms & Conditions

1. INTRODUCTION

  • CIDB Holdings Sdn. Bhd. (CIDBH) agrees to provide and the Participant agrees to undertake and pay for the training course(s) and/or facilities supplied in accordance with the delivery of the relevant training materials.
  • Training courses may also include Online and e-Learning (wherever possible) and typical classroom training.

2. COURSES/TRAINING/SEMINARS

  • All dates and venues stated in the calendar are tentative, CIDBH has the right to cancel a Course or reschedule a Course Date at any time and for any reason.
  • Confirmation Letter will be issued at least 5 days BEFORE the Course Date.
  • CIDBH shall endeavour to inform Participant as soon as possible of the cancellation or rescheduling, and in case of rescheduling, to offer a new Course Date reasonably convenient for Participant. In case of cancellation, CIDBH shall refund the Course Price to the Participant without undue delay. Such a refund will be the only remedy available to the Participant in case of cancellation by CIDBH.
  • All payments that have been made are NOT REFUNDABLE in any case. However, substitute or replacement of participant or course is permitted. If the participant chooses a lower-fee course, no refund for the balance will be made.

3. PAYMENT

  • Bayaran hendaklah dibuat sepenuhnya kepada CIDB Holdings Sdn Bhd sebelum Tarikh Kursus ke Nombor Akaun RHB Islamic Bank: 2642-7200-0083-56.
  • Sila muat naik slip pembayaran ke Sistem BLINK dan nyatakan butiran pembayaran untuk tujuan penyelarasan.

4. INDEMNITY

  • Force Majeure
  • Force Majeure CIDBH shall not be liable or be considered to be in breach or default of its obligations under any condition to the extent that the performance of such engagement is delayed or prevented, directly or indirectly, due to causes beyond its reasonable control, including, but not limited to, acts of God, acts (or omissions) of governmental authorities, fires, severe weather conditions, earthquakes, strikes or other labour disturbances, floods, risk of kidnapping, acts or threats of terrorism, epidemics, riot, or delays in transportation.
  • CIDBH accepts no liability for travel, accommodation or incidental costs incurred by the Participant if any Course is cancelled or rescheduled.
