BPK's Mission
Design, analyze and develop contractors by applying knowledge and expertise in producing contractors who are competitive and have the potential to reach international standards.
BPK's Vision
As a pillar in efforts to improve the image of the Malaysian construction industry through the development of contractor capacity and capability in line with CIDB's function towards producing high-prestige contractors.
Objectives of BPK

Providing programs related to construction entrepreneurs to produce young entrepreneurs/contractors
Contractor Management Course (SKP)
Introduction
The Contractor Management Training Program was developed under the CIDB Contractor Competency Development program initiative and aims to improve the competence and skills of contractors in the Malaysian construction industry. In connection with that, this program also encourages contractors and their staff to continue to improve their knowledge and competence in the field they want to venture into.
This course is implemented by the Contractor's Certified Training Center (PLBK) which is registered with CIDB.Â
Programme's Objective
The objective of this program is to improve the knowledge and skills of contractors in implementing projects according to certain trades / expertise.Â
Participants who pass the assessment will be awarded a Contractor Management Competency Certificate (SKP) and further qualify them for:Â
- i. Add specification in the Contractor's Registration CertificateÂ
- ii. Bid on projects related to empowermentÂ
- iii. Get points Continuous Contractor Development (CCD)

Training MODE
- i. This Technical Management Training is carried out for 5 consecutive days and is carried out for 8 hours a day.
- i. Participants are required to attend the training before sitting the assessment. Training will be conducted by CIDB together with/through the appointed Certified Training Center (PLB). The training period is five (5) days of which four (4) days are theoretical training that includes learning all nine (9) training packages and one (1) day of evaluation exams
- iii. PAS Performance Assessment and KAS Knowledge Assessment.
Assessment
At the end of the course, participants will sit an assessment test to test the level of understanding and knowledge of the participants related to the course known as Knowledge Assessment (KAS) and Performance Assessment (PAS). Test questions will be prepared by CIDB.
Assessment will be carried out based on knowledge (KAS) and performance (PAS) to course participants, as set by CIDB.
The evaluation criteria are divided into two (2) elements, as follows:
- a) The first part of the performance assessment (PAS) – assessment in the form of application/simulation This assessment can be given individually or in groups. Candidates will be asked to answer by providing suggestions or solutions to a case study situation. Estimated evaluation time is five (5) hours.
- b) The second part of knowledge (KAS) – individual assessment. Candidates will be asked to answer fifty (50) questions covering all nine (9) Training Packages (PL). The evaluation time is three (3) hours.
Each KAS and PAS component must test the participant's competency based on each PL found in the module as follows:
Technical Modules – PL01, PL02, PL03, PL04, PL05, PL06, PL07, PL08 and PL09
Scoring Criteria
In order to determine if the participant is eligible to receive a certificate, the participant must sit for KAS and PAS and PASS the assessment with a passing score of 70%.

Vendor Development Programme (VDP) CIDB
Introduction
Vendor Development Programme (VDP) CIDB merupakan inisiatif strategik Lembaga Pembangunan Industri Pembinaan Malaysia (CIDB) bagi memperkasa kapasiti dan daya saing kontraktor tempatan melalui pembangunan kompetensi, pemindahan teknologi, pembangunan perniagaan serta pengukuhan akses kepada rantaian bekalan industri.
Program ini dilaksanakan melalui kerjasama strategik bersama kementerian, agensi kerajaan, syarikat berkaitan kerajaan (GLC), syarikat multinasional (MNC), pemilik aset (asset owner) dan pemain industri bagi melahirkan kontraktor yang berdaya saing, berkemahiran tinggi dan bersedia memenuhi keperluan industri semasa serta masa hadapan.

Program Vendor Development Programme (VDP) CIDB bertujuan untuk:
- Meningkatkan kapasiti dan keupayaan kontraktor tempatan melalui pembangunan kompetensi teknikal, pengurusan dan keusahawanan.
- Membangunkan kontraktor yang memenuhi standard industri dan keperluan vendor syarikat peneraju.
- Memudah cara penyertaan kontraktor dalam rantaian bekalan projek strategik negara.
- Meningkatkan akses kepada peluang perniagaan, latihan, pensijilan dan pemindahan teknologi.
- Memperkukuh daya saing kontraktor tempatan dalam sektor pembinaan domestik dan antarabangsa.

Program VDP CIDB merangkumi beberapa komponen utama, antaranya:

Latihan teknikal, pengurusan, pensijilan profesional dan pembangunan modal insan mengikut keperluan industri. - Business Matching
Sesi padanan perniagaan antara kontraktor dengan syarikat peneraju, GLC, MNC dan pemilik aset bagi membuka peluang kerjasama dan penyertaan dalam rantaian bekalan.
- Coaching & Mentoring
Bimbingan oleh pakar industri dan syarikat peneraju bagi meningkatkan keupayaan pengurusan, operasi dan pembangunan perniagaan kontraktor. - Pendedahan Industri
Lawatan teknikal, perkongsian amalan terbaik serta pendedahan kepada teknologi, standard dan inovasi terkini dalam sektor pembinaan. - Pensijilan dan Akreditasi
Penyediaan laluan kepada pensijilan profesional dan kompetensi yang diiktiraf industri bagi meningkatkan kebolehpasaran kontraktor.
