Introduction Objective

The Malaysian Construction Industry Development Board developed the Construction Site Supervisor Training Program with an objective of certifying and accreditating the Construction Site Supervisor in line with the requirements stipulated by the guidelines under the 1994 MALAYSIA CONSTRUCTION INDUSTRY DEVELOPMENT BOARD ACT (ACT 520)(Amendment 2011).

The accreditation program is capable of enhancing the knowledge level and professionalism amongst Construction Site Supervisors in Malaysia. Construction work quality will be accordingly improved by compliance to the requirements of a certified and competent Construction Site Supervisor.

The following are amongst the objectives of the Construction Site Supervisor Accreditation Program:

  • Compliance to the requirement of Act 520 as stipulated by Part VII, Section 33A (1).
  • Improved construction site work quality through supervision by a accreditated and competent Construction Site Supervisor.
  • Ensuring the Construction Site Supervisor’s competency meets the National Occupational Skills Standard developed by the industry.
  • The accreditation and career enhancement of the Construction Site Supervisor in Malaysia.

The four (4) mainstream arenas for the Construction Site Supervisor are Civil & Structure, Buidlings & Architecture, Mechanical Works and Electrical Works.

Accreditation Requirements

The eligibility requirements for the application and accreditation program for a construction site supervisor are as follows:

Applicant

Applications for Accreditation are open to all construction personnel/individuals who are involved directly or indirectly in supervisory duties at construction sites, and who fulfil the eleigibilty requirements for application and accreditation.

Accreditation Method

The Site Supervisor Accreditation Program is implemented in three (3) assessment modes:

  • Mode I(a) – Training & Assessment,
  • Mode I(b) – Assessment only, and
  • Mode II (RPLE) – Accreditation via Level of Education and Experience (Recognition Prior Learning and Experience, RPLE).

The Modes and their Assessment processes are as follows:

Training and Assessment
Undergoing course and sitting for written assessment for each study package.

PASS : Construction Skills Competency Level 4 Certificate will be awarded.
FAIL : Repeat training for failed modules and re-assessment.
Mode I(b)
Assessment only
Sitting for written assessment

PASS : Construction Skills Competency Level 4 Certificate will be awarded.
FAIL : Reapply for Mode I(b) at any time (limited to 2 times only) or obtain accreditation from any Mode.
Mode II (RPLE)
Accreditation via Level of Education and Experience (Recognition Prior Learning and Experience, RPLE).
Submission of working experience document and attending an interview

PASS : Construction Skills Competency Level 4 or 3 Certificate will be awarded, whichever is suited to certificate holder’s duites and responsibilities.
FAIL: Reapply for Mode II (RPLE) at any time (limited to 2 times only) or obtain accreditation from any Method.

Successful candidates having passed through any mode will be accreditated with a Level 4 or Level 3 Construction Skills Competency Certificate (CSCC) as appropriate with the accreditated Site Supervisor’s duties and responsibilities printed on the reverse of the ceritificate. Subsequently, an accreditated Site Supervisor is required to update his registration details with the Board.

Program Outcome

The Program Outcome or the course criterion that had been developed for the Construction Site Supervisor Accreditation Program is made up of five (5) components:

  • PO1 – Knowledge and Competent
  • PO2 – Safety and Quality
  • PO3 – Effective and Teamwork
  • PO4 – Reliable and Communication
  • PO5 – Ethical and Environmental

The Program Outcome also contains the following definitions:

  • PO1 - Site Supervisor who is knowledgeable, competent to facilitate and fulfill his supervisory works efficiently in meeting the cost, time and quality expected from the project.
  • PO2 – Site Supervisor who upholds the importance of safety culture in the workplace and ensuring quality deliverables from his services.
  • PO3 – Site Supervisor who is able to work independently yet effectively in multi-disciplinary team for construction industry excellence.
  • PO4 – Site Supervisor who is reliable, helpful and able to communicate effectively and contribute his skills for efficient project management.
  • PO5 - Site Supervisor who applies the ethical responsibility towards society, environment and embrace the importance of sustainable development in his profession.

Program Outcome is based on a learning module with the outcome as referred to in NOSS’ Duty and Tasks. The Program Outcome also takes into acoount CIDB’s vision, mission and objectives in the enhancement of professionalism within the construction industry that will be used as a yardstick in participant assessments.

The learning modules that have been developed are as follows:

  • Module 1 – Introduction, Preliminaries and Planning
  • Module 2 – Communication and Liaison
  • Module 3 – Roles and responsibilities of project team
  • Module 4 – Site mobilization and preparation
  • Module 5 – Site administration, health, safety, environment and quality management system
  • Module 6 – Site supervision
  • Module 7 – Project monitoring, control and claims
  • Module 8 – Post construction
PO Specific Criteria Program Outcome Statement
PO1 Knowledge and Competent Site Supervisor who is knowledgeable, competent to facilitate and fulfill his supervisory works efficiently in meeting the cost, time and quality expected from the project.
