The role of the facility contractor is challenging and important. There is an apparent need for the facility contractor to continuously grow and acquire better skills, wider knowledge and more effective work procedures in line with the advancement in technology and socio-economy so as to be globally competitive.

For the purpose of improving the capabilities of the registered facility contractor, the competency level of the company director and technical officers need be first evaluated and accreditated through Facility Management Manager and Facility Management Executive Accreditation Program based on competency standards that had been developed by the Board. The Board has made a requirement that only contractor companies with evaluated and accredited Company Director/Technical Officer are eligible for consideration to be registered as Facility Contractor of F01 and F02 Specialisation. However, accreditation is not confined to construction personnel involved in or, employed by a contractor, but is open to any construction personnel who are eligible and meets the requirements set by the Board.    

For purposes of registration with the Board for the facility contractor of F01 and F02 specialisations, it is compulsory and much encouraged for the company director and technical personnel or any other construction personnel directly involved in facility management to apply for accreditation by the Board.

The objectives for accreditation are:

  1. To elevate the construction facility management quality through implementation by qualified, accredited and competent personnel.

  2. To ensure that both the Facility Manager and Facility Executive comply with the requirements of the National Occupational Skill Standard (NOSS) or any newly formulated industry standard.

  3. Ascertaining Facility Contractor of F01 and F02 specialisation code registration regulations are adhered to.

  4. Provision of a systematic, registration and accreditation platform.

Accreditation is open to all construction personnel/individual who are directly or indirectly involved in building and infrastructure facility management who fulfill eligibility requirements for application and accreditation, especially Company Directors or Technical Personnel from contracting firms that are implementing Building and General Infrastructure Facility Management, Healthcare Building Facility Management.

The Facility Management Manager Accreditation Program (FMM) is implemented in three (3) assessment modes:

  1. Mode I – Training & Assessment,

  2. Mode II – Assessment only, and

  3. Mode III – Accreditation via Level of Education and Experience (Recognition Prior Learning and Experience, RPLE).

The Modes and their Assessment processes are as follows:

Undergoing course and sitting for written assessment for each study package.

PASS: Construction Skills Competency Level 5 Certificate will be awarded.
FAIL: Repeat training for failed module and re-assessment.
Mode II
Assessment only

Sitting for written assessment

PASS: Construction Skills Competency Level 5 Certificate will be awarded.
FAIL: Re-apply for Mode II at any time (limited to twice only) or acquire accreditation via any other Mode.
Mode III
Accreditation via Level of Education and Experience (Recognition Prior Learning and Experience, RPLE)

Submission of working experience document and attending an interview

PASS: Construction Skills Competency Level 5 Certificate will be awarded.
FAIL: Re-apply for Mode III at any time (limited to twice only) or acquire accreditation via any other Mode.

Successful candidates having passed through any mode will be accredited with a Level 5 Construction Skills Competency Certificate (CSCC) with the accredited Facility Management Manager’s (FMM) duties and responsibilities printed on the reverse of the certificate. Subsequently, an accredited Construction Project Manager is required to update his registration details with the Board.

Facilities Management Manager who upholds and demonstrates the importance of Profesional Ethics, Environment, Safety and Health work culture at the facility and prioritize the sustainable approach in his management.

PO3 Operation & Maintenance and Technology Application

Facilities Management Manager who evaluating a range of Operation and Maintenance facilities management techniques across project under taking which include planning, execution and control to underpin substantial and reasonable judgmental evaluation. Adapt sustainable Technology Application in the process of operation and maintenance

PO4 Communication and FM Team

Facilities Management Manager who excel in effective communication with his employer and team member which able to translate the needs into satisfactory Project Management and leading a negotiation with stakeholders and multi-disciplinary FM Team for compliance with all needs, technical and commercial requirements.

PO5 Quality, Planning, Monitoring and Control

Facilities Management Manager who ensuring a Quality deliverable from his team services through the efficient Planning, Monitoring and Control with establishment of management procedures in risk management, proactive and reactive maintenance in predicting and forecasting followed by mitigating using specific conventional techniques and modern facilities management tools for satisfactory quality assurance.

PO6 Procurement, Finance and Budget Management

Facilities Management Manager who demonstrate the comprehensive understanding of project Procurement, Finance and Budget Management principles start from initial conceptual stage through client’s needs/brief for effective procurement and in the same time, able to predict and forecast the cash flow and execute the financing control along the project delivery until closing account.

PO7 Tender, Contract and Vendor Management

Facilities Management Manager who well verse in Tender, Contract and Vendor Management activities and procedures in delivering high yield investment to his employer through systematic SWOT analysis and solve discrepancies or using appropriate dispute resolution strategies in accordance with the contract.

PO8 Personal Skill and Entrepreneurship Skills

Facilities Management Manager who leading an exemplary Personal Skill include self-directing lifelong learning and facilitate great worthy Entrepreneurship Skills and continuously explore and obtain related competencies for an efficient and excellence of Facility Project Management.
