1. Introduction to OSCV 3.0 Online System
- The OSC 3.0 Plus Online System has been developed with an aobjective of assisting the Principal Submitting Person (PSP)/ Submitting Person (SP) to present online applications for development plan, making payments online; and to enable the Technical Agency review these applications virtually and subsequently acquire outcomes through the system.
- The system is also provided with an application status tracking feature and Command, Control, Communications, Computers, and Intelligence (C4I).
- The OSC 3.0 Plus Online System was developed by the Ministry of Housing and Local Government/ Kementerian Perumahan dan Kerajaan Tempatan (KPKT) in strategic collaboration with the Malaysian Administrative Modernisation and Management planning Unit (MAMPU)/ Unit Pemodenan Tadbiran Dan Perancangan Pengurusan Malaysia (MAMPU) and Putrajaya Corporation/ Perbadanan Putrajaya (PPj).

6. The advantages of the OSC 3.0 Plus Online System over the existing OSC Online System.
- Application registration is done once only and applicants can submit their applications at any listed Local Authority/PBT Performance Control Centre in comparison to the existing OSC Online System which requires the applicant to register at every Local Authority/PBT.
- The OSC 3.0 Plus Online System has a “save” function for every activity undertaken by PSP/SP, OSC staff, Internal Technical Agency, External technical Agency and the outcome/result.
- The OSC 3.0 Plus Online System offers an online payment feature as well as over-the-counter payment option.
7. List of PBT Pilots having implemented OSC 3.0 Plus Online System that has completed development in July 2019 has been adapted by these 10 pilot PBTs :
