Standardization-Related Regulations

Lembaga Pembangunan Industri Pembinaan Malaysia ACT 1994 [ACT 520]

There are 2 main aspects with regards to regulations that are applicable to CIDB’s Standardization perspectives:

  • The Interpretation of 2 terms which are referenced in CIDB’s initiatives and programs, i.e. “standard” and “standardization”
  • The references made to the UBBL vis-à-vis Malaysian Standards
Interpretation In The Standards Of Malaysia Act 1995

The definitive guidelines derived from the interpretation / definition of “standard” and “standardization” are based on the Standards Of Malaysia Act 1995, which states that:

  • “Standard” means a document approved by a recognized body, that provides, for common and repeated use, rules, guidelines or characteristics for products or related processes and production methods, with which compliance is not mandatory; and which may also include or deal exclusively with terminology, symbols, packaging, marking or labelling requirements as they apply to a product, process or production method.
  • “Standardization” means the activity of establishing, with regard to actual or potential problems, provisions for common and repeated use, aimed at the achievement of the optimum degree of order in a given context
UBBL and Malaysian Standards

The UBBL [Uniform Building By-Laws] are by-laws enacted by Local Authorities and govern the construction industry activities on the ground.

It is stipulated in the UBBL that where Malaysian Standards exist, they shall take preference over foreign standards.

Construction is one of the earliest and most extensive industry to use standards.
